MOUSEOVER to open a tooltip,only open for once

when i use the following function:
MOUSEOVER to open a tooltip above, below, to the left or to the right of any 
element.

i can't open a tooltip like "above,above,above".
the first "above" can popup, but the second and the third are failed.
 why?
