Update workflow to run every Tuesday but only create a meeting every other week

The current cron runs only on the 1, 15 and 29 of the month (every 14 days) if they are Tuesdays, so it hasn't been creating meetings. This change adjusts the workflow to run every week but only create next week's meeting every OTHER week.

@lornajane can I assume I can step down at any point if I become overwhelmed or a change in career happens? (The goal is obviously to be here for a while)
If so yes, since my last role change I'm not the official maintainer of any public repository anymore. (Still by interim on some, but that should resolve itself one way or another)
