Fix broken dependencies in lib.make

Fixed missing download info for phpCAS and Bootstrap libraries to fix CAS login error for legacy site.

@lo5an Wanted to confirm a few things.

1. Making sure this was for sure meant for lib and not libraries site. Since the libraries site will use libraries.make.
2. If we are updating the make, we prob need to do a make export on the server and do the 1:1 comparison of the other items line by line to make sure everything matches what is on prod. Specifically the drupal version is usually higher on prod.
