This is a routine maintenance upgrade. Microsoft.Data.SqlClient is an important dependency for Octopus Server

Note: The previous SQLClient issue 3640 caused us to rollback from 6.1.1 to 6.0.2.

It has been fixed in SQLClient PR 3776, and I confirmed the fix works for Octopus with version 6.1.4
