[Feature Request]: Add support for Arm China Star-MC3 and Cortex-M52 CoreSight components in pyOCD

Description

pyOCD currently lacks support for the Arm China Star-MC3 and Cortex-M52 CoreSight components.
Support should be implemented by reviewing, updating if necessary, and merging the proposed changes in pyocd/pyOCD#1852.
