[Python] Harmonize python client dependency versions

The requested Python / package versions should be the same irrespective of the particular tool (Pip / Setuptools / Poetry, Gitlab CI / Travis / Github Actions).

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.

@bachorp @wing328 Looks like this PR removed pytest-cov>=2.8.1 from the test-requirements.txt so CI is now failing since it still relies on the --cov option.
