[csharp][httpclient] do not use deprecated HttpRequestMessage.Properties

Currently generated code (for recent .Net versions) has warnings because the Api uses HttpRequestMessage.Properties which is deprecated. This PR replaces its usages with HttpRequestMessage.Options.
Additionally some formatting has been changed.
