[CSHARP] Add cache to efficiently lookup CodegenModel in csharp codegen to make csharp generator faster

  IMPORTANT: Do NOT purge/delete any folders/files (e.g. tests) when regenerating the samples as manually written tests may be removed.
• File the PR against the correct branch: master (upcoming 7.x.0 minor release - breaking changes with fallbacks), 8.0.x (breaking changes without fallbacks)
• If your PR solves a reported issue, reference it using GitHub's linking syntax (e.g., having "fixes #123" present in the PR description)
• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.

The csharp generator works unacceptably slow (~ few hours) when it consumes a large enough spec file.
F.e. :
vi_json_openapi_specification_v8_0_3_0.json

Meanwhile any other generator works in a minute with the same spec.

To reproduce this behavior run
java -jar modules\openapi-generator-cli\target\openapi-generator-cli.jar generate -i vi_json_openapi_specification_v8_0_3_0.json -g csharp --skip-validate-spec -o <your output directory>

To compare to java generator run
java -jar modules\openapi-generator-cli\target\openapi-generator-cli.jar generate -i vi_json_openapi_specification_v8_0_3_0.json -g java --skip-validate-spec -o <your output directory>

The fix uses memoization and continues the fix from 10152

The generated code is the same as before.

can you please merge the latest master into your branch? I believe this issue no longer happens with the latest master

Samples did not change so it should be fine. My only slight concern is regarding cache consistency, but we can send it.
