Create a spreadsheet template for all of IATI

In an ideal world this should be part of flatten-tool's create-template command, but we're going to start off with a separate script for first iteration.

On a branch we can now run this command python cove_iati/lib/iati_utils.py generate_template.

This doesn't generate a spreadsheet yet, but rather just a list of possible headings on the commandline: https://gist.github.com/Bjwebb/4f3ca03c0699212160045672f3e64345

However, I think for IATI we're talking about hand curating spreadsheets, rather than full auto generating them. So maybe this list of possible headings fulfils our need of something to copy/paste from. @stevieflow what do you think?

I can certainly curate some templates from this - any chance to output the list into columns?!

I guess this does also relate to the /0/ issue (is there an issue for that) - but cant now recall if we planned to address that initially?

/0/ issue is OpenDataServices/flatten-tool#147. My hope is in the short term we'll avoid the problem by you copy/pasting these generated headings, which will work correctly (either on the activities sheets or separate ones).

The code for this is on an unmerged branch, and the GitHub gist with the template is only linked from this issues. Possibly something for #814
