Define a way to deploy & run services

We need a central place (AWS, Microsoft AZURE, ...) that we can use to deploy and run services.

Currently I see the following services:

• We should deploy the Javadoc from the JMH repo
• We should deploy the current state of a master somewhere -> DONE
• We should deploy the version of PRs somewhere. -> DONE
