OpenFAST_IO does not support MoorDyn FAILURE section

Bug description
OpenFAST_IO does not support MoorDyn FAILURE section.

Expected behavior
OpenFAST_IO should be able to read and write the FAILURE section of the MoorDyn input file.
Note that it is an optional section.
An example of the section can be found here and was added in #2214.

Hi @abhineet-gupta and @andrew-platt . This was added in #2658, but I don't think it has made it to the main branch yet.

oh! this is in the dev branch already. So it will be available in the 4.1.0 release.

Apologies, I didn't check.
I assumed that as this was merged into Dev an year back, it must be in one of the release versions by now.
