Feature or improvement description
This adds the option for load dependent dynamic stiffness when using MoorDyn's viscoelastic capability. It adds a linear relationship between dynamic stiffness and mean load based on the equation
EA_D = MBL*alpha + beta * mean load. Verification results below show the stress strain plot for high-frequency loads at different strains on a single segment.Related issue, if one exists

The changed NWTC library file was automatic when generating types for me. I can revert if this is not correct.
