Sign-Up page:

• privacy policy: provide English translation for global volunteers
• no error message notification when trying to sign up with the same email/unsuccessful signup

I add the error message for users, when users sign up with duplicated username/email.
.

And I will check the password and password confirmation, when typing password.

Those features will be added in the next pull request.

The error message was fixed except multilingual privacy policy.
