Create_ap package should be pulled from main project repo

There has been a solid ammount of activity in the main project repo for create_ap. For this reason I think that it adds too much work, without much gain, for us to keep a copy of this repository in the OpenInternet repository.

To do this we need to change this line to point to https://github.com/oblique/create_ap

The main repository actually breaks Co-Pilots ability to connect to Ethernet on start up. More testing has to be done.
