Make the Python API available on PyPi

It seems like the Python API is standalone. Cf. #1200 .

As the official repository for python modules is PyPi, can you put the OLA Python API there ?
It would make it easy to install this API via pip and, thus easier too to use it in Python projects.

Looking at that, it needs a setup.py @simark started one here, but it seems it may have stalled...

Other than that, as always, pull requests welcome. We've got a few people already maintain some of the other distribution mechanisms, so we'd welcome someone taking on PyPi!

There is just a plain copy and upload here done by @sul3n3t :

But it's currently a version out of date and obviously somewhat labour intensive to repeat each time, so would benefit from being properly integrated with our make and release process...
