Everything worked fine on OpenBLAS 0.3.28.

Which ppc64le target is this, POWER8, 9 or 10 ? #4944 introduced dedicated SBGEMV kernels for POWER in 0.3.29

Can reproduce on POWER8 (under Linux) but not 9 or 10 - appears to be caused by #4880 which I already had misgivings about but unfortunately forgot to follow up on at the end of last year. POWER9 and 10 appear to be unaffected
