Pipeline broken in TravisCI

Describe the bug

The pipeline is not running even though the repository was not changed since the last successful run.

Describe how to reproduce the bug

Look at pipeline run at https://travis-ci.com/github/OpenSimulationInterface/osi-validation

Migration of pipeline to Github Actions was also not successful. See on my fork with:

• current Protobuf version: https://github.com/stefancyliax/osi-validation/actions/workflows/check_validation.yml?query=branch%3Agithub-actions-builds++
• same Protobuf version as TravisCI pipeine: https://github.com/stefancyliax/osi-validation/actions/workflows/check_validation.yml?query=branch%3Afix_github_action_pipeline++

Describe the expected behavior

Pipeline runs successfully.

@ThomasNaderBMW The logs from the pipeline builds in my fork are visible when logged in. So no need to trigger again.
I invited you as a contributor to my fork, so you should be able to see them.
