[META] Implement the funding compliance and contracting process

User story

As a funded project, I want to receive and sign my contract so that I can start work I am being funded for.

Users involved

• Contractor
• Programme Manager (PM)
• Compliance Attorney (CA)
• General Council (GC)
• Chief Financial Officer (CFO)
• Chief Executive Officer (CEO)

Sub-issues

• PM can create and submit Project Approval Form (PAF) #3 (As discussed on of May 4, 2022, OTF will provide SimSec with the most recent version of the PAF)
• Add SOW template to contract template #57 (As of May 4 2022, the SOW design is PAUSE until OTF provides SimSec with a final version)
• Compliance Attorney can review Project Approval Form #4
• Compliance Attorney can request changes to Project Approval Form #5
• GC, CFO, CEO can approve the Project Approval Form #6
• GC, CFO, CEO can request changes to PAF #7
• How the PAF progress looks in Hypha activity feed view #11
• PM can make requested changes to Project Approval Form #58
• PM sends Contractor a contract to sign, the Contractor signs the contract outside Hypha and resubmits it back to Hypha [https://github.com/How should the signing party sign the contract? #12]

Possible sub-issues

• How notifications will work in the compliance and contracting process (As discussed on of May 4, 2022, OTF will provide SimSec with notifications that align with the contracting workflow)

Questions

• Is there any reason why when the CA has created the contract, that it can't be sent on the PM's behalf by Hypha by email?
• The email could contain a predefined email text, explaining what the contractor needs to do, and how they can contact the PM if they have issues?

Open Questions

• Pre-populated contracts. One idea is to have multiple Contracts will have selected texts added automatically #34 but this is still in the discussion phase

I've not got any concrete information about this.

• @fourthletter If this needs to be an issue, open it and provide us with what the Scope of Work needs to contain. Without that info I can't start working on it.
