Error code config lookup

From conversation with @hg-smart regarding assert function

Have a table (could use oos_util_values) to store custom error messages based on codes etc.

Things to consider

• PL/SQL Error codes: though this may not be relevant for assert calls
• How do you split up error codes (prefix/suffix etc)
