Replace download data modal confirmation with intellectual rights content and add acceptance/decline option

To better convey the data owner's intellectual rights, the download modal confirmation should contain the content directly from the data package's intellectual rights element and require either acceptance (which would allow the download to proceed) or decline (which would cancel the download). In other words, make this more like an EULA agreement interface.
