Outdated call to rads function

Per https://github.com/PHSKC-APDE/rads/blob/c359e5002caf1d862c09dca056c8a4b5625a6802/R/utilities.R#L3451, rads::validate_yaml_data is deprecated. Also, there is no DF argument.
