🚀 [Feature]: Add ability to skip OS and shell specific tests

Description

• Adds the ability to use a parameter to skip specific tests:
  • SkipTests = 'All' - Skips all tests
  • SkipTests = 'MacOS' - Skips tests on MacOS
  • SkipTests = 'Core' - Skips pwsh tests (Ubuntu + MacOS + Windows(pwsh)), but still runs Windows PowerShell tests.
  • Fixes 🚀[Feature]: Let a local config control what tests should be run/skipped #24
