[BugFix] fix mtp logprob bugs in chunk prefill

Motivation

When MTP is enabled with Logprob, if chunk prefill occurs, it will cause the Worker to send some unexpected draft logprob packages to the Engine.

Modifications

Add checks when sending packages to avoid sending unexpected packets during the chunk prefill phase.
