[BugFix] Fix eplb weight updating

Motivation

When EPLB is enabled, the worker process may block for more than 1 minute during the weight update process.

Modifications

Reason: Unfinished dp rank would not be detected, which let worker process of dp0 send reload signal.

Fix: Add unfinished detection.
