Motivation

#5445 导致所有 SOT + CUDAGraph 模型全部运行失败

assert forward_meta.rotary_embs.shape == [2, 1, self.max_seq_len, 1, 64]

这一行的 assert 语句中， .shape 和之前 #5495 一样，引入 memcpy_h2d
第一维是个动态shape，会出现 forward_meta.rotary_embs.shape[0] 是个 Tensor 和 2 比较的情况(其余位置常量折叠了)，是这个 2 引入的 h2d

CI 没拦住的原因是：
#5495 添加的单测是 CINN 的，CINN的DCE（死代码消除）把上面的 memcpy_h2d 消除了🤣🤣🤣🤣
