[BUG] The setUpdatePriority in ChapterProviding doesn't seem to be working

Describe the Bug

I've implemented the optional processTitlesForUpdates() function to speed up the updating process, but I can see the getChapters function getting called for mangaIDs that were marked as the "skip" update priority. I'd expect the getChapters call to get skipped, which would provide the speed boost.

Steps to Reproduce

1. Implement the processTitlesForUpdates function
2. Set some mangaIDs as the "skip" update priority
3. Force update
