Add a warning to the PowerShell module distributed via the SCMU installer

Once the PowerShell module is deployed via the PowerShell Gallery, the next step is to add a warning to the PowerShell module that is distributed via the SCMU installer that they will no longer be updated. This can be done through the "ServiceControl Management Powershell" shortcut that the SCMU installer creates. The warning should point the users to the PowerShell Gallery version of the module.

This is a non-breaking change for users, but it lets them know that they should start using the PowerShell Gallery version if they want to continue to receive updates. This can be done in a minor version.
