fix paywalling comments

This PR fixes paywalling comments by blocking comments server-side until the content is unlocked by the user. Paywalling comments is an optional feature. This is a better approach than the one we have now as it is theme-independent and supports the no-reload content unlocking feature.

Test plan:

• Install the updated plugin (or try it on the test site)
• Clear cache
• Open a paywalled post
• When content is locked users can't comment until they pay to unlock the content
