Description of changes

A series of fixes for testing

• Ports Fix various photocopying and paper bundle issues NebulaSS13/Nebula#3584, Adds missing check in find_file_by_name NebulaSS13/Nebula#3585 and Fix paint sprayers on walls and wall frames NebulaSS13/Nebula#3582
• Fixes reagents not being saved on lighters and grown food. The latter was fixed by removing a clear_reagents call that seems to be unnecessary.
• Fixes Outreach levels having the incorrect strata. This will require some manual intervention on the server to fix, but it shouldn't be too difficult.
• Fixes telecomms runtiming on levels without an overmap sector
