Create Phenotype Repository RFC

This ticket tracks the work of coming up with a solution for the phenotype repository functionality. At least the following issues should be addressed:

• What is the phenotype file format
• Where and how are files stored
• How are files retrieved
• What is the AAA model

One option is to integrate with PheKB and use it as a repository via the Drupal API, but this ticket is for figuring out what to do.
