Add submissions workflow

The flow chart has already been established and will be published soon. How to actually do it is still up for debate.

Here we are! I just uploaded rev 1 of the workflow functional specifications. The flowchart is the same, please take a look at both the comments and the validation/review ownership assignment criteria.

Some proposal need to be discuss at the next follow-up meeting as well as the definition of email stamps.
