Allow dashboard admins to bypass Telegram rate limits in groups

Dashboard admins cannot quickly execute moderation commands in groups with Telegram rate limits (e.g., 1 message per hour) because they must wait for the timeout to expire.

Problem:
When an admin has the admin role via the dashboard but is not a group admin in Telegram, they are subject to the same rate limits as regular users, preventing quick moderation actions like /ban, /kick, or sending regular messages.

Suggested improvement:
Allow users with the admin role on the dashboard to bypass Telegram's rate limits when issuing commands (or ideally all messages) in groups. This enables admins to take swift moderation action regardless of their Telegram group admin status.
