Seeing exactly same behavior on a fresh Win 10 install and powershell core 7.1.1.

Yes this is happening to me too. It works fine with PowerShell 5 and used to work fine with PowerShell Core 7.0, so this seems to be a regression from 7.0 to 7.1 (not sure about patch levels).

Same problem here. This along with breaking of Appx functionality I think will make me revert to PowerShell 7.0 again, which worked better for all my scripts.

Have you tried this to import Windows PowerShell module in WindowsPowerShell mode which is available as a parameter for Import-Module cmdlet? Had same error and had to run this following lines first.

Import-Module -Name International -UseWindowsPowerShell -Verbose

Is it self-evident that Set-WinUserLanguageList ... and New-WinUserLanguageList en-GB also don't work, or should I raise a separate issue?

This is my code that worked (and still works) in PS5 but doesn't in PS7:

$ll= New-WinUserLanguageList en-GB
$cafeencounterAppleM7903="0809:A0000809"

$ll[0].InputMethodTips.Add($cafeencounterAppleM7903)

Looks like Get-WinUserLanguageList is working fine in PS 7.2.6

Not sure. I'm on PS 7.2.6 and I'm still getting the same error.

Looks like it might be dependent on Windows build version (I'm on Insiders).

I'm on the latest CU of Windows 10 so that could be an explanation.
