Created HOWTO doc to locally host on Windows 10.

Description

Created doc to locally host on Windows 10 using WSL2. Document is based off of original HOWTO_LOCALLY_HOST document.
I have personally found postgresql to be better to work with rather than docker, but both could work, it is just that it took much less time to set up this way. Instructions reflect the .env database variables for seamless setup.

VSCode is preferred as it easily integrates with WSL. Other IDE's are fine.

Windows 11 hosting would be similar in theory, but from what I know, does not have virtualization enabled by default. I have no means of testing Windows 11 setup, hence the Windows 10 focus. Earlier versions of Windows is also up in the air.

Has been tested on 2 of my own Windows machines, and another colleagues machine (who followed with only the help of this doc. yay!)
