Add tutorial training VQVAE/VQGAN + AutoregressiveTransformer in 2D

Add a tutorial using the components from MONAI to train a VQVAE or VQGAN model followed by an autoregressive transformer that learns the data distribution of the autoencoder latent representations. It should use dataset from MONAI (for example, MedNIST)
