Always print warning message about min_package

Describe the bug
/opt/monai/monai/utils/module.py:100: UserWarning: <module 'pkg_resources' from '/opt/conda/lib/python3.8/site-packages/pkg_resources/init.py'> has no attribute version in min_version check.
warnings.warn(f"{the_module} has no attribute version in min_version check.")
