Add Tensor support in `ScaleIntensityRange` transform

Is your feature request related to a problem? Please describe.
Hi @rijobro ,

As ScaleIntensityRange is popular in many existing solutions: spleen, pathology, etc. it would be great to have Tensor support for it to tune the performance.
Could you please help mark it a high priority to develop?
