ITK 5.3.0 may break switch_endianness

Describe the bug
ITK 5.2.1.post -> 5.3.0 may cause the following error in the freshly-built MONAI docker container.

Steps to reproduce the behavior:

1. Build the docker image
2. Run the spleen_deepedit and swin_unetr_btcv bundles

Note
This issue is discovered by someone else when trying the MONAI with bundle. I didn't verify the issue myself.

It's a known issue, has been addressed recently #5432 #5433. The patch is available on the Dev branch as well as monai-weekly, and will be included in monai 1.1 and onward
