Upgrade base PyTorch docker to 23.03

Is your feature request related to a problem? Please describe.
As PyTorch 23.03 was released, and we plan to use it as the final base docker for MONAI 1.2.

Would be nice to upgrade the base docker and CI tests to 23.03 ASAP.
