Expose additional CLI config options in Settings UI

Several useful CLI config options from the public CLI help have no PolyPilot UI. Options include compactPaste (collapse large pasted content), respectGitignore (include/exclude gitignored files), and disableAllHooks (global hook toggle). Add toggles in Settings under an Advanced section. Priority: LOW
