This also adds a new function addition to the economy library: get_user_count() to get the total number of cached users.

I can add the /whoami command to the utils cog, but it also requires changes to the afk library and cog (which doesn't exist). I will make another pull request to resolve this issue, and then I will move that command to the new cog.
