Also created isocard database and added `cogs.isocard` to bot initialization sequence.
Literally there is a 1 in 10 quadrillion chance that someone will get the exact same card number as you, so nothing to worry about :)
`/isocard info` lets you view information on a specific card, and `/isocard my_cards` gives you a whole list about your card numbers.

Phase 1 and 2 development are now in full-release
Phase 1 and 2 development includes the following additions:
Basic payment web API endpoint and server are expected to be released within development phase 3 and 4.
