Release Isocard System Phase 3

IsoCard System Development (Phase 3)

Phase 3 development for the IsoCard system is now in full-release!

Phase 3 development includes the following new features:

1. A new payments web API and server for starting, processing and verifying online transactions for IsoCard payments
2. IsoCard transactions database to auto-store information related to ongoing transactions, even if the server restarts
3. A few bug fixes for the existing IsoCard slash commands within the bot client

Phase 4 will be the final developmental phase for the IsoCard system's release, which will include a transaction history log as well as a few final touches.

Okay I got some reference for IsoCard's phase 3 release:

• The IsoCard Phase 3 release is meant to work on a new web server for external payments, as well as an API integration system.

I am projecting this to be finished by the end of December, so that it can be released as a special feature for the 2024 Winter Release Update.
