Users cannot delete any files that they don't know of. A user that lost an identity can not delete the files of the identity.
The file system check can delete all files from all prefixes that the account has access to, that are unknown to the currently available identities in the client.

Requires: An API to list the contents of a prefix on the block server.

Or: Sending every filename that the client knows on the block server and deleting the rest

shouldn't this be an issue and an epic? so .. 2 issues, one that is an epic to hold all subissues and one that is the issue that actually gets implemented ... or some "delete certain files from blockserver" issue?
