Maybe call this "Not planned" or "Not planned anymore"? "Deprecated" risks it sounding like these mechanisms will be removed entirely.

As device qubit size increases, running pulse level code in the client-server model becomes unrealistic. Since from Qiskit/qiskit#10584 the pulse module development has been deprioritized, and we decided not to put more effort into this technology. For now we don't plan to deprecate Qiskit Pulse and Experiments, but likely minimum maintenance will be provided.
