this adds unit tests for the public sdk entrypoints in index.ts: instruction opcode and scalar encoding, decodeMigrationConfig validation errors, and a full decode roundtrip that matches the on-chain layout (including padding before total_migrated).
also sets engines.node to >=22 so local runs match ci and the native typescript test runner, and bumps the readme sdk test count.
