Pull request overview
This PR disables automatic triggering of the Copilot Setup Steps workflow, restricting it to manual execution only. This change prevents the workflow from running automatically on every push or pull request that modifies the workflow file itself.

pushandpull_requesttriggers from the workflow, leaving onlyworkflow_dispatchfor manual execution - Removed duplicate project installation step at the end of the workflow (already installed in line 24)
