Regression- Can no longer scroll dropdowns on touch screens. First item is selected

Description

Our students reported and I was able to confirm on the blockly playground. Users can no longer scroll through options in a dropdown on a touch screen.

Reproduction steps

1. Create a bunch of variables (I made a bunch of list names)
2. Add a block where you have to choose from that list
3. Try to scroll down through the options (instead it just selects the item you touched first)

We are on 12.3.0 getting reports from students about it, and this screen grab was from whichever version the blockly playground is on. I *believe I was able to verify via a Saucelabs device simulator that the bug was not present in 12.2.0 via local testing, but need to do more work today to verify.

Thank you, I've confirmed this is a regression caused by #9250.

Will look more into it and either fix or revert that change and do a patch on monday.
