This parameter was added in near/near-api-js#1172. I don't fully understand it, but I don't think it will break anything. It might make view functions to the same blockId more efficient.

Motivation
For near/near-api-js#1194 - to avoid the need to polyfill
httpandhttpsin React Native environments. I'll be able to test it in https://github.com/RequestNetwork/expo-starter-request-network as soon as the-nextversion is released to NPM.Test
