[NEW] Update message actions

Closes #14254

• Sort the items correctly
• Rename necessary items
• Implement "Reply Directly" (Done in [New] Reply privately to group messages #14150, see also this issue Closes Reply in direct message does not open the reply popup in the message box when the room has never been opened. #14272)
• Implement "Report"

Items to remove

• Translate (Kept in message actions, only changed the label to "Translate" and "View Original")
• Ignore User (Just removed, the Ignore actions were already in "User Info")
• Snippet (Commented code for now, because the behavior of the snippets will be changed in the future. See: Send the message snippet as an attachment feature-requests#99)
• Follow Thread (Just commented code)

@geekgonecrazy Not exactly, we are moving the icon to another place only kept it in the same place, just changed the labels 🙂

Does reporting actually do anything but add it to the database? #1364 is still open, so I guess not.
